Man arrested over kidnapping and assault after rooftop standoff

A man was arrested after spending several hours on the roof of an apartment block just outside the city centre today (Monday).

Police were called to the Picturehouse apartments on the corner of Wilbraham Street and Scotland Road shortly after 6am. Pictures of the scene showed the man sitting on the ledge behind the red chimney-like structure of the building, reportedly "talking on his phone".

Busy Scotland Road was closed off in both directions during the morning rush hour while a police negotiator spoke to the man, who could be seen prowling along a ledge on the roof of the building and occasionally talking into a phone.

A cordon was set up around the scene after reports the man was throwing slates off the roof. A group of people gathered on Scotland Road to watch the events unfold.

He was eventually brought down from the roof just after 9am, and shortly afterwards Scotland Road was re-opened to traffic.

A Merseyside Police spokesperson said: "Officers attended at an apartment block earlier this morning, (Monday), following reports of a male on the roof.

"A 29 year-old man has been arrested on suspicion of assault, kidnapping and criminal damage. He is currently in custody where he will be interviewed.

"All roads have now been reopened. Thanks to all members of the public for their patience while this matter was being dealt with."
