Liverpool star Harvey Elliott is the highest-ranked Premier League player in the Golden Boy standings, with Manchester United's Alejandro Garnacho also among the top 50.
The prestigious award was launched in 2003 by Tuttosport and includes Kylian Mbappe, Wayne Rooney and Lionel Messi among its former winners. Tuttosport now collaborates with The Times and L'Equipe to find Europe's best player under the age of 21.
There will be an awards ceremony in November where the winner is given the prize, with Tuesday's list comprising the candidates who will be considered. This list will be whittled down over the course of several months.
Those voting are eligible journalists, with each giving 10 points to the player they think should win, seven points for second, five points for third, three points for fourth and one point for fifth.
Bayern Munich's Jamal Musiala is currently top of the shortlist, with England international Jude Bellingham second following his move to Real Madrid. Elliott is the first Premier League entrant in 14th place.
The Liverpool midfielder has been given a rating of 78.7, by comparison, Musiala has earned a rating of 98.3. Manchester City defender Rico Lewis is the next Premier League star at 17th, having been handed a regular role by boss Pep Guardiola.

Lewis has a rating of 77.4 in the standings, ahead of Elliott's team-mate Stefan Bajcetic, who broke into Liverpool's team this season. The Spaniard has a rating of 76.2, putting him in 21st place.
Chelsea's first entrant is Levi Colwill, who takes 23rd place, though the defender has spent the season just gone at Brighton. Colwill has a rating of 75.7, which in turn puts him ahead of Garnacho.
The winger is United's sole representative in the Golden Boy standings and has a rating of 72.3, despite recently making his debut for Argentina's senior team. The next five Premier League representatives are all from teams not included in the traditional 'Big Six'.
They are Brighton's Evan Ferguson, Julio Enciso and Facundo Bounanotte, who take 44th, 48th and 86th respectively. Southampton's Romeo Lavia takes 67th place, while Leeds United's Wilfred Gnonto is 70th.
Rounding off the list from a Premier League perspective is Chelsea's Lewis Hall and Carney Chukwuemeka and Manchester City's Maximo Perrone. Hall takes 95th place with a rating of 62.5 having rivalled Ben Chilwell and Marc Cucurella for a starting spot.
Perrone is just behind the defender in 96th place with a rating of 62.0. Meanwhile, Chukwuemeka is the final Premier League representative with a rating of 60.1 after his debut season at Stamford Bridge.
