A live pigeon was torn apart by out-of-control yobs running riot on a housing estate full of families.
Youths as young as 10 are among the intimidating rabble who have also subjected frightened residents to racial and physical attacks.
Tormented locals, including business owners, in Blakenall, Walsall, are pleading with the authorities to step in.
They fear it is only a matter of time before someone is killed, with some fleeing the area to start a new life elsewhere, reports BirminghamLive.
The estate has been described as looking "like a scene from war-torn Ukraine ".
West Midlands Police, as well as Walsall Council and Walsall Housing Group (WHG), say they are aware of multiple incidents and are stepping up patrols.
Dispersal orders are also set to be used.
Councillor Pete Smith said locals don't have much confidence in the various bodies as they are yet to see firm action being taken.
Some of the appalling acts witnessed lately include a fire being started behind a home occupied by a mum and kids who are now too traumatised to return.
A delivery driver was left with possible eye damage after being struck by a bottle and needing hospital treatment.
Shopkeepers have also been racially abused, as well as seeing their buildings damaged, leading some staff to quit.
Vacant homes on Dawson Street have been trashed, leading to comparisons with the war in Ukraine.
Locals also say buses and taxis, along with passing vehicles, routinely get attacked while shelters are constantly smashed.
Litter is becoming a major issue and the sign welcoming people to the area has been damaged.
One resident, who did not wish to be named, said: "We have the police around daily in the area but the kids just think it's funny to throw eggs at them and laugh.
"The [past] two years round here has gotten worse, the amount of damage that's been done.
"It's making people scared to leave their house, teenagers vandalising houses that are empty and smashing the windows. Nothing's been done about it."
A shopkeeper said: "I get abuse all the time and they throw eggs into the store. CCTV captured them doing this and I've shown this to the police but it hasn't stopped."
Councillor Smith said "enough is enough".
He continued: "The residents, shoppers and shop staff cannot tolerate this situation any longer.
"I fear that the way things are going there could be a fatality.
"This could potentially have happened in the last few days with the attack on the van passenger and the fire at a local property."
The councillor, who represents Blakenall ward, said he is "now satisfied" the council and police are aware of the full situation but trust in such bodies remains "very low" for residents.
However, he added: "It seems there is now a plan of action which hopefully will address the problems."
Inspector Phil Upton, from the Walsall Neighbourhood Team, described the instances described to him as "appalling" but emphasised it is a "small minority" of people.
He went on to say: "We understand how upsetting and worrying this can be and we have been carrying out extra patrols in the area to discourage further incidents and help with our on-going enquiries."
The inspector explained officers have been in talks with various partners in the area, including youth services to confirm the identities of those involved.
The council said it is "actively" working with the police and other local bodies to "tackle" the problems.
Gary Brookes, WHG director of housing, added empty properties in Dawson Street have been "targeted" and will now need "substantial repair work".
