A third successive lay day has been called at the Rio Pro due to near-flat conditions as organisers await the arrival of waves at Saquarema's Praia de Itauna later in the week.
The window for the competition remains open until Saturday July 1, with surfing possibly delayed until Wednesday local time.
"Today is the smallest day of the waiting period we've seen and it is practically flat," said WSL Director of Tours and Competition, Renato Hickel.
"Tuesday we could see a small chance of running heats. Our next probable run day is Wednesday. A bigger swell is forecast for the last two days of the window so we are closely monitoring that."
A number of Australians are scheduled to face the elimination round including former rankings leader Molly Picklum.
Now ranked world No.4, Picklum faces a sudden-death heat against France's Johanne Defay.
World No.2 Tyler Wright, who won the Rio event in 2017, eased into the quarter-finals while eight-time world champion Stephanie Gilmore was eliminated on the opening day.
In the men's competition, current world No.6 Jack Robinson will take on Hawaiian Seth Moniz for a place in the round of 16.
Connor O'Leary also faces a Hawaiian in Ian Gentil in the elimination round while Callum Robson has drawn Japanese star Kanoa Igarashi.
World No.4 Ethan Ewing, Ryan Callinan and Liam O'Brien all won their opening three-surfer heats.
