Kuwaiti Government Issues Special Pardons

The Kuwaiti government issued a decree on Monday granting special amnesty for a number of convicted citizens.

The move comes in response to the requests of parliamentary forces, and ahead of the government’s expected program.

The head of the Government Communication Center, and government spokesman Tariq Al-Muzram said in a tweet that “the Council of Ministers submitted the draft decree to His Highness the Amir Sheikh Nawaf Al-Ahmad."

Muzram said the special pardon comes in completion of the file of amnesty for Kuwaiti citizens, and in line with provision 75 of the constitution.

Article 75 in Kuwait’s constitution stipulates that “the Emir may, by decree, grant pardon or attenuate punishment. Amnesty, however, may not be granted save by Law and only in respect of offenses committed prior to the proposal of a law granting amnesty.”
