Kimberley pub closed for breaching Covid laws applies to re-open

A pub which was was forced to close due to "repeated" breaches of Covid rules at the height of the pandemic has applied for a new premises licence. Broxtowe Borough Council and police revoked its original licence and rejected an application to reopen last year.

The Queens Head in Kimberley was served with a temporary banning order having failed to follow strict Covid rules and in November last year, despite the offer of support to the applicant, Ms Mei Mei Huang, the licence to operate was revoked. In a meeting of Broxtowe Borough Council's alcohol and entertainments hearing panel last year, members had said they were satisfied the responsible authorities had "acted appropriately and offered support to Ms Huang and Mr Chen (assisting) following the submission of this application, but found that Ms Huang and Mr Chen had failed to put measures in place to make their application acceptable".

Nottinghamshire Police had worked with district licensing officers to investigate previous crime and disorder incidents involving the pub, when two police officers were assaulted while they dealt with an offender and a separate incident where a man suffered a fractured cheek and eye socket, having been assaulted in the beer garden. At the time the force said further reports were also investigated, including the throwing of bottles and glasses which were used as weapons by customers involved in a large fight outside the Main Street pub.

As a result, the pub was closed. The rejection of the premises licence meant it could not open as a pub or sell alcohol.

Ms Huang has now applied again for a premises licence for the provision of indoor sporting events, live and recorded music as well as the performance of dance with late-night refreshments and alcohol. The application for a new licence had already been rejected last year.

The matter will be discussed during a meeting on Tuesday, June 7. Supporting statements from the applicant, Ms Huang, say it is hoped the venue will be able to open and supply alcohol from 10am until 12midnight Monday to Wednesday, 10am until 1am Thursday, 10am until 2.30am Friday and Saturday and 10am until midnight on Sundays.

Ms Huang says "staff will undertake training" in relation to the sale of alcohol and noted a number of changes in a bid to satisfy concerns. She added: "A door supervisor will be hired if the local authority requires. Plastic glasses to be used 21:00 to close of premises Friday and Saturday.

"A CCTV system has been installed and is working. Doors and windows will be kept closed when regulated entertainment is taking place. The playing of live music in garden or outside seating areas of the premises is not permitted."
