Kamala Harris (D) breaks record for most tie-breaking Senate votes in United States history

Vice President Kamala Harris (D) cast her 32nd and 33rd tie-breaking votes in the Senate on Dec. 5, 2023, giving her the most tie-breaking votes in the U.S. Senate of all vice presidents in U.S. history. Her 32nd and 33rd votes were to invoke cloture on and subsequently approve the nomination of Loren L. AliKhan to be a United States District Judge for the District of Columbia.

Harris has cast 27 tie-breaking votes related to confirming judges and administration officials, and six votes on amendments to and the passage of reconciliation bills. The two bills, the American Rescue Plan Act and the Inflation Reduction Act, were both passed during the 117th Congress.

John C. Calhoun cast the second-most tie-breaking votes, 31, during his time as vice president from 1825 to 1832. John Adams cast the third-most, 29, between 1789 to 1797. George M. Dallas cast the fourth most, 19, between 1945 and 1949.

As of Dec. 5, 2023, 37 vice presidents have cast a combined 301 tie-breaking votes. John Adams cast the first tie-breaking vote on July 18, 1789.
