Hundreds more flats proposed across from major Kirkdale development

Hundreds of new apartments could be built on the outskirts of Liverpool city centre just metres away from another huge residential development.

With work currently underway on the construction of 614 homes in Bevington Bush, Kirkdale, a new application has been lodged with Liverpool Council for a further 420 apartments to be built across the road at the junction of Blackstock Street and Paul Street, adjacent to Kingsway Square which consists of 310 units.

A planning statement issued to the city council on behalf of WF Doyle Holdings Ltd has detailed how permission is being sought for four new blocks between eight and 10 storeys high.

Last April, planning permission was approved to build 310 apartments on derelict land opposite the proposed site. Cheshire based Sourced Development Group is leading on the scheme.

A previous version of the scheme was expected to be approved in February 2022, subject to the signing of a section 106 agreement - money paid by the developer to which goes towards infrastructure projects in the area near to the site. The plans were for close to 400 apartments but were withdrawn after a disagreement as to whether it met the city’s local plan.

Now, WF Doyle Holdings Ltd is seeking to construct even more new homes just metres away. According to the planning statement, submitted by Landor Planning Consultants, 156 one bed-apartments and 264 two-bed apartments would form the new construction which it describes as “simple and contemporary”.

The site itself is 0.8 hectares of current vacant land and enclosed by fencing. At ground floor level of each of the four blocks, 365m² is proposed for commercial use such as shop and post offices; café, financial or business services, doctor or dentist surgery; gym, creche and/ or offices.

The planning document said the heights of the blocks “respond to and respect the adjacent proposals and existing buildings” while a “comprehensive redevelopment of a vacant site which will continue the transformation of the wider Pumpfields area which will contribute positively towards the economic activity, regeneration, place-making and vitality of the area.”

The application proposes vehicular access via Blackstock Street, leading to a basement level car park which will provide 196 car parking spaces, including 17 accessible spaces and 12 spaces for motorbikes. Each of the four blocks would have a rooftop garden with green treatments will include raised planters, seating, evergreen clipped hedges and climbing plants to walls to provide a green backdrop.

A date is yet to be confirmed for the application to be heard by Liverpool Council’s planning committee.
