Cllr McQuillan said the people who live in Rathmullan and Ballsgrove are reminded of what happened in the house every time they walk past the house.
He said “The whole area needs addressing, but particularly this house.”
He also said the Garda told him the house is no longer needed for the investigation.
Keane, from Drogheda, was last seen alive in the town on January 12, 2020.
The following day, some of the teenager's dismembered body parts were found in a holdall in the Moatview area of Coolock in Dublin.

The Irish Mirror contacted Louth County Council for comment.
