The Easter Road club are said to be close to securing a deal for the freed Gers defender.
The Scottish Sun report that a long-term contract has been offered to the Northern Ireland U21 star.
A number of English clubs were said to be keen on the 20-year-old after he left Ibrox at the end of his contract.
But this report states that Hibs manager Lee Johnson's reputation to develop younger players was a defining factor in the move.
McClelland was highly rated by Gers chiefs, coming through the ranks to play for the B team in the Lowland League last term.
