A Victorian hay exporter has been charged after a worker was crushed to death in the state's north.

The 29-year-old man was trapped in the bailing machine he was operating in Bridgewater, north of Bendigo, in February last year.

WorkSafe on Friday charged the man's employer, Hay Australia Victoria Pty Ltd, with two counts of failing to provide and maintain a workplace that was safe and without risks to health.

It's alleged the company breached the health and safety act by failing to ensure a safeguarding system was used to eliminate any risk to workers.

The case has been listed for a filing hearing at the Bendigo Magistrates Court on December 21.

AAP has contacted Hay Australia Victoria for comment.
