
Republican Representative Darrell Issa has put forth a bill aimed at curbing the issuance of nationwide injunctions by federal judges that he believes are obstructing President Donald Trump's policy agenda. The proposed legislation, named the No Rogue Rulings Act (NORRA), seeks to amend the United States Code to restrict the authority of district courts in granting injunctive relief.
The NORRA legislation specifies that district courts cannot issue injunctions that extend beyond the parties directly involved in a case, ensuring that any injunction granted is limited to the specific parties seeking relief. This move is in response to the numerous lawsuits filed against the Trump administration since his inauguration, challenging executive orders and policy actions.
Issa argues that the current trend of nationwide injunctions represents a form of 'judicial tyranny' and a misuse of judicial power. He emphasizes that the bill aims to prevent judges from overstepping their authority and impeding the executive branch's functions.


The congressman's office expressed optimism about the bill's prospects in Congress, citing strong Republican support and potential approval from President Trump. Issa contends that the Constitution does not grant individual judges unchecked power over the President or the American people.
The Trump administration has also criticized the prevalence of injunctions issued by district courts, labeling it a constitutional crisis within the judicial branch. White House press secretary Karoline Leavitt accused liberal judges of acting as activists rather than impartial interpreters of the law, alleging a coordinated effort to undermine the President's authority.
In response to concerns raised by the administration, Issa's NORRA bill seeks to address what he perceives as an abuse of judicial power and a hindrance to the executive branch's ability to govern effectively.
