Gateshead working men’s club faces licence review over alleged noise complaints

A Low Fell working men's club will have its licence reviewed after several alleged noise complaints.

Documents from Gateshead Council claim the Thomas Wilson Working Men's Club and Institute, at 16 Chowdene Bank, has been the source of noise complaints from locals since 2016. However, the Council further alleges complaints have escalated since the club reopened in August 2021 following Covid-19.

The Council issued the club with an abatement notice in December 2021 following an investigation into regulated and non-regulated entertainment in the club to prevent the recurrence of noise disturbance.

The position of the club as stated in the review report claimed: "They have undertaken works to the ceiling of the function room, replaced fire doors and had an acoustic consultant visit the premises."

Further incidents between the Council and the club have been documented.

Monitoring conducted by the Local Authority on April 9 2022 found low-frequency music noise levels were allegedly 8 decibels above background noise. The Council's report stated: "In short, this confirms that low level frequency bass is clearly audible above the background noise level".

A solicitor from the Club and Institute Union representing the club stated bands and DJs booked for the venue bring their own equipment. The club has also stated residents nearby should have been aware of the potential impacts of living close to an establishment of this kind.

Gateshead Council's environmental health department has recommended the licencing committee add two conditions to the club's premises licence.

Thomas Wilson Working Men's club could be compelled to install a noise limiter for all entertainment set in agreement with environmental health. Council officers also want to ensure the club has a suitable noise management plan.

Councillors will meet on Tuesday, October 11 at 10am in the Civic Centre to discuss the proposed measures.
