An indictment unsealed on Friday revealed that former Oakland Mayor Sheng Thao, her partner, and two local businessmen are facing charges of bribery, conspiracy, and fraud. The indictment alleges that the four individuals conspired to steer city business towards companies owned by the businessmen in exchange for financial benefits.
The indictment names Thao, Andre Jones, and business owners Andy and David Duong. The allegations include agreements for the city to purchase housing units from one of the Duongs' companies and renew the city's contract with a recycling company owned by David Duong. In return, the Duongs promised financial support for a political mailer attacking Thao's opponents and payments for a no-show job for Jones, who is described as Thao's romantic partner.
According to federal prosecutors, the accused activities have eroded trust among taxpayers and officials. The Duongs are accused of using bribes to enhance their business interests and exert influence over high-level city appointments.
If convicted on all counts, each individual faces up to 35 years in prison. Andy Duong could face an additional five years if found guilty of lying to federal agents.
Thao, who was elected as Oakland's mayor in 2022, has denied any wrongdoing. The indictment follows a raid on her home by federal authorities earlier this year. Thao was ousted from office in a recall election in November, facing criticism for various city issues including public safety, homelessness, and budget concerns.
Longtime Democratic U.S. Rep. Barbara Lee is among the candidates vying to succeed Thao as Oakland's next mayor.
