A former NSW Independent Commission Against Corruption inspector will lead a review into whether ex-deputy Liberal leader Stuart Ayres' breached the ministerial code of conduct.

The Penrith MP stepped down as trade minister and deputy leader last week, in response to draft findings of an investigation into John Barilaro's appointment to an overseas trade role.

Premier Dominic Perrottet has recommended the governor appoint Bruce McClintock SC, a former ICAC inspector and well-known lawyer, who recently argued on behalf of Ben Roberts-Smith in defamation proceedings he brought against Nine.

Mr McClintock will be asked to conduct a legal review into whether Mr Ayres complied with the ministerial code of conduct.

"The findings of Mr McClintock's review will be made public once it is completed," Mr Perrottet said.

Mr Perrottet has also promised to release the Department of Premier and Cabinet investigation into Mr Barilaro's appointment, running parallel to an upper house inquiry that the former deputy premier appeared at on Monday.
