A former FBI special agent recently shed light on the intricate process involved in apprehending a suspect in the multi-state homicide investigation of Rachel Morin. Retired FBI Supervisory Special Agent Scott Duffey shared insights into the investigative techniques employed by federal and state law enforcement.

Duffey emphasized that in any homicide investigation, law enforcement typically begins by focusing on individuals closest to the victim, such as family members or partners. As the investigation progresses, authorities expand their scope to include broader circles of acquaintances.

One crucial tool that aided in the investigation was the FBI's Combined DNA Index System (CODIS), which enabled law enforcement agencies across state lines to collaborate effectively. CODIS serves as a comprehensive database containing DNA profiles of convicted offenders, unsolved crime scene evidence, and missing persons.

A breakthrough in Morin's case occurred when DNA evidence linked the crime scene in Maryland to an individual in Los Angeles through CODIS. This match provided a pivotal lead for investigators.

However, the case took a complex turn when it was discovered that the suspect, Victor Martinez Hernandez, was an illegal El Salvador migrant. This prompted law enforcement to engage with FBI international offices to track down the fugitive.

Collaboration between U.S. and El Salvadorian authorities was crucial in apprehending Martinez Hernandez, who had fled his country after committing a heinous crime. The FBI's international office in El Salvador played a vital role in bridging communication gaps between the two countries.

Ultimately, Martinez Hernandez was arrested in Tulsa, Oklahoma, and charged with first-degree murder and rape. It was revealed that he had illegally entered the U.S. in early 2023, following a string of violent crimes in both El Salvador and Los Angeles.

The arrest of Martinez Hernandez brought closure to the tragic case of Rachel Morin, a 37-year-old woman whose life was cut short in a senseless act of violence. The relentless efforts of law enforcement, coupled with advanced investigative techniques, played a crucial role in ensuring that justice was served.
