Criminals across our region and beyond have been banned from doing a whole host of things from swearing to touching parking meters.
Criminal behaviour orders (CBOs) are aimed at tackling serious and persistent offenders where their behaviour has brought them before a criminal court.
Here we take a look at some of the most unusual orders that have been handed out in Liverpool and surrounding areas in recent years.

They include a man who was banned from entering any building on Merseyside and another is not allowed to make any sexual comments to women in a public place.
Man banned from talking about sex to women in public
Jacob Allerson was banned from making sexual comments in public to any woman in England and Wales.
Jacob Allerson, 34, harassed young women across Chester and "would not take no for an answer". Cheshire Police Police said he continued to "be a nuisance" and was intimidating towards the women.
He appeared before Chester Magistrates Court on Thursday, May 11, where he was handed a five-year Criminal Behaviour Order (CBO) whereby if breached, he will find himself back before the court. The Criminal Behaviour Order is a preventive order to address an individual’s anti-social behaviour when all other measures have been exhausted, police said.
Under the order, Allerson is prevented from following or acting or any in a way that would cause a female harassment, alarm or distress including making any unsolicited explicit sexual comment, suggestions or requests to any female in a public place in England or Wales.
He has also been banned from various businesses across Chester, including three Caffè Nero coffee shops, a Fatface, and all branches of local gym chain Brio Leisure across Cheshire West and Chester Borough.
Cheshire Police confirmed he must comply to the following conditions:
- Must not enter any Brio Leisure sites within Cheshire West and Chester Borough, Storyhouse Chester, Fatface Chester, Caffe Nero Eastgate Street, Bridge Street and Foregate Street, Chester.
- Must not enter any premises in England and Wales where he has been verbally or in writing informed that has been barred or excluded.
- Must not remain in or on any premises in England and Wales when asked to leave by any member of staff or security.
- He must also immediately cease all contact and/or communication with any female in England and Wales who has declined his offer to go out or meet up with him.
Man banned from touching parking meters in Liverpool
Nicholas Brennan has been banned from touching any parking meters in Liverpool.
Brennan was handed a Criminal Behaviour Order that prohibits him from touching any parking meters in the city after being convicted of theft. Brennan, 53 Years, of Fenwick Street in Liverpool city centre was given the order at Liverpool Magistrates Court on February 28.
Brennan was convicted of a theft from a parking meter in William Brown Street. The order stipulates that he cannot touch or interfere with any parking meter anywhere in Liverpool for two years.
Community Policing Sergeant Charles Cottier said: “Offences against parking meters carry an enormous burden to the taxpayer which is unacceptable. For Liverpool City Council alone it is estimated to cost more than £100,000 per annum to repair damage to these machines
“Your Local Policing team has recognised this, and the CBO granted today against Brennan reflects his disregard for others. Should he breach the order then he could be imprisoned.”
Man banned from entering two Liverpool districts
Sean Daly was banned from entering two Liverpool districts after "plaguing" the city. Daly, 56, of Onslow Road, Kensington would steal alcohol from a number of shops over an "extensive period of time" and was seen drinking in a public place. Appearing before Sefton Magistrates Court on Thursday, May 18, he was slapped with a Criminal Behaviour Order.
After pleading guilty to theft from a shop, he was issued with the five-year Criminal Behaviour Order (CBO) at the court where it was heard he would often drink the stolen alcohol, usually wine or spirits, on the retail premises.
Supermarkets he targeted included The Range on Edge Lane, Aldi store in St John’s Precinct, Marks and Spencer on Church Street, and Home Bargains on Audley Street. The CBO prohibits him from entering two areas, Liverpool city centre and Edge Lane Retail Park.
In the city centre, Daly is banned from entering the area bounded by and including Ranelagh Street, Lime Street, Hood Street, Whitechapel, Paradise Street and School Lane.
He is also prohibited from entering the area surrounding Edge Lane Retail Park, which is bounded by and including Edge Lane, Rathbone Road, Wavertree Avenue and Innovation Boulevard.
In April he also received a 12-week jail sentence for the theft offences. Community Policing Constable Dylan Steel said: "This order is great news to the local community and businesses that Daly targeted with his behaviour.
"He has plagued the area of Old Swan and beyond with his prolific offending, so this is extremely positive news that the order is in place until May 2028. Criminal Behaviour Orders continue to be an extremely effective tool and our successful application to amend in this case shows our commitment to dealing robustly with repeat offenders who have a negative impact on the communities we serve."
Man banned from swearing in England and Wales
Ian Churchill was banned from swearing in England and Wales after bringing "misery" to a city.
Churchill, 38, has 27 criminal convictions for a variety of offences which were committed in Ellesmere Port and Chester. His offences have included assault, criminal damage, theft, public order and drugs.
Due to his behaviour, he was taken to Court in February 2022 where a 30-month criminal behaviour order [CBO] was put in place with a number of strict conditions. Under the order, Churchill is not allowed to enter an exclusion zone in Chester town centre and he must not use, or encourage others to use, foul, abusive, insulting, offensive, threatening, disorderly or intimidating language or behaviour in any public place in England and Wales or towards any person.
Despite the CBO and the repeated warnings from officers, Churchill was arrested on Tuesday, May 23, this year after he breached the order by entering the exclusion zone. He appeared at Chester Magistrates’ Court on Wednesday, May 24 where he was sentenced to 12 weeks in prison.
Following his release, Churchill will be required to continue to comply with terms of his CBO until August 15, 2024. If he breaches the order again, he will be arrested and could face a penalty of up to five years imprisonment.
Man banned from every building in Merseyside
Billie Joe Walsh was handed an order banning him from every premises in Merseyside.
Walsh was issued the criminal behaviour order by Merseyside Police in February last year following violent behaviour towards police officers and staff.
The 33-year-old was in prison for criminal damage offences at the time the order was issued.
Liverpool Crown Court heard how upon release, Walsh, from St Helens, would be banned from entering the grounds of any private property except with the permission of the owner, occupant, or tenant. This includes gardens, driveways, pathways, premises, sheds and other outdoor buildings in Merseyside.
Walsh is also banned from being drunk in a public place in Merseyside or from having any bottles, cans or containers holding alcohol and carrying a knife or bladed weapon including a pen knife in the county.
The order expires on 24th February 2027 and was issued to Walsh at Liverpool Crown Court on February 25, 2022, when he pleaded guilty to criminal damage and resisting and obstructing a Police Constable.
Man now allowed to touch any cars
Khia Roberts is not allowed to touch any cars in Merseyside after he 'plagued' one area of Merseyside.
Roberts, 23, of Eden Drive North in Crosby, was handed a three-year Criminal Behaviour Order after committing multiple crimes. The 23-year-old was handed the order on November 23, 2021, in South Sefton Magistrates Court.
The order prevents Roberts from touching or entering any unattended vehicle without the express permission of the owner, anywhere in Merseyside. He is also prevented from being on any private home, building, garden, driveway or path, occupied or not, without the express permission of the owner, anywhere in Merseyside.
