Ex-prosecutor jailed for intimate filming

A former police officer who prosecuted cases against sex offenders has been jailed for years of sexual offending against a woman and a child.

Simon Luebbers, 44, pleaded guilty to five charges including stalking and filming a woman in the shower over several years, beginning just three years after he joined Victoria Police.

He appeared in Moorabbin Magistrates Court on Thursday, where he was sentenced to three years in prison and immediately taken into custody.

Magistrate Luisa Bazzani said Luebbers' offending, which included secretly filming a teenage girl in her bedroom while she undressed last year, was "heinous" and "deviant".

"It served no purpose other than for your own greedy desire for sexual gratification at the cost of a child's happiness and safe development," she said.

She said disseminating videos he took of the woman in the shower, after he turned seven videos into more than 1000 images, was "breathtakingly deceitful, planned and devastating".

The court heard Luebbers worked for Victoria Police for two decades and was working as a police prosecutor while he committed the offending, which began in 2005.

His lawyer Tom Acutt said Luebbers also worked in a managerial position for Victoria Police, where he trained prosecutors and helped 150 of them become certified.

Ms Bazzani said Luebbers had breached the community's trust in committing sexual offences while working as a judicial officer, which she said was a "sad irony".

"While you purported to be fulfilling obligations to uphold and protect the community, you were committing instead vile criminal acts," she told the court.

Luebbers was asked to stand in the courtroom, in front of his two victims and dozens of their supporters, as she handed down his sentence.

"Take him into custody immediately," Ms Bazzani said to custody officers.

He will become eligible for parole after serving two years of his sentence and will be placed on Victoria's sex offender list for 15 years.
