Referee Paul Tierney decided against awarding a spot-kick and stuck by his original decision after a lengthy VAR review of the call.
A later replayed showed that Richarlison appeared to be offside in the the build-up to the move, however it is understood that a penalty was not given due their not being 'conclusive evidence' to suggest Rodri's actions could be considered handball.
Both Everton and Liverpool supporters were left stunned by this verdict when reacting to the appeal being overlooked by the officials.
