European leaders have gathered in France for an emergency summit on Ukraine following the Trump administration's announcement of talks with Russia to end the war without European involvement. The meeting in Paris, described by UK leader Kier Starmer as a 'once in a generation' moment for national security, has raised concerns in Kyiv and across Europe about being excluded from peace negotiations.

US President Donald Trump's recent actions have disrupted the previously united front between Washington and its European NATO allies in supporting Ukraine against Russia's invasion, which is approaching its third anniversary. Trump's approach towards Russian President Vladimir Putin and statements from US officials have caused anxiety in Europe over potential concessions to Russia.

US Secretary of State Marco Rubio, Middle East special envoy Steve Witkoff, and National Security Adviser Mike Waltz are heading to Saudi Arabia for preliminary talks on Ukraine, with a Saudi official indicating a mediation role. Despite the absence of Ukrainian representation at the talks, discussions on a 'dual track' negotiation approach have been initiated.

Ukrainian President Volodymyr Zelensky has expressed his refusal to accept any decisions made between the US and Russia regarding Ukraine. European leaders, including those from Germany, Italy, Poland, Spain, the Netherlands, and Denmark, along with key EU and NATO officials, are attending the summit hosted by French President Emmanuel Macron.

Starmer, in a statement, mentioned the readiness of British troops to enforce a peace deal in Ukraine if required. The diplomatic efforts by European leaders come in the wake of Trump's recent phone call with Putin, leading to negotiations to end the Ukraine war starting immediately.

Rubio has characterized the talks with Russia as an initial step to assess Russia's commitment to ending the conflict, hinting at potential involvement of Ukraine and Europe in negotiations if progress is made. Macron emphasized the importance of Europe playing a central role in fostering peace in Ukraine during a discussion with Saudi Arabia's Crown Prince Mohammed bin Salman.
