DWP Cold Weather Payment to be replaced in Scotland by new lump sum

In Scotland, Cold Weather Payments will be replaced by a new benefit introduced by the Scottish Government.

Starting February 2023, approximately 400,000 low-income households across the country will be given a guaranteed £50 payment towards their energy bills through the new heating benefit.

Currently, the Department for Work and Pensions (DWP) administers Cold Weather Payments to households across the UK. The £25 benefit is triggered only when temperature are recorded or set to be below freezing for seven consecutive days in a recipient's area.

As reported by the Daily Record, new Winter Heating Payment will be delivered by Social Security Scotland and will consist of a £50 payment every year.

In 2021, around 854,000 Cold Weather Payments were made to households in Scotland, totalling over £21 million. According to the Scottish Government, the new £50 benefit will not impact any DWP benefits such as the Winter Fuel Payment.

The Winter Heating Payment, which was previously called Low Income Winter Heating Assistance, will replace Cold Weather Payments only in Scotland.

Social Security Scotland stated: "The name change comes after months of user testing with people who have a lived experience of the benefits system.

"We ensured the chosen name made the most sense to those who will access the payment and was as clear and concise as possible.

"Involving the people who will use our service in its design is part of our commitment to doing things differently."

Who is eligible for the £50 Winter Heating payment?

Households on the following benefits are eligible:

  • Universal Credit
  • Pension Credit
  • Income Support
  • Income-based Jobseekers Allowance
  • Income-related Employment and Support Allowance
  • Support for Mortgage Interest

If you currently qualify for the Cold Weather Payment and you circumstances are the same, you will qualify for a Winter Heating Payment. The new benefit will not impact:

  • Any other benefits you get from DWP or Social Security Scotland
  • Winter Fuel Payment from DWP
