The past two seasons have seen injuries undermine Liverpool ambitions and exposed a lack of depth compared to Chelsea and Manchester City.
The squad is also ageing, but with the Reds adopting more of a sustainable transfer policy than their main rivals, clever scouting is required for Klopp to bring depth into his ranks.
Europe's top five leagues are full of hidden gems.
And here we take a look at four players who Liverpool could look at from Serie A this year...
Franck Kessie (AC Milan)
The Reds will have to bolster their options in central midfield soon, with James Milner's contract up at the end of the season and other stars moving to the later stages of their careers.
Ivorian talent Kessie is a strong and technically gifted midfielder who normally plays as part of a midfield two - this would mean he'd have to adapt or play as the pivot in competition with Fabinho.
Kessie, 25, has played in Italy for the entirety of his professional career, having started out at Atalanta before his move to Milan in 2017, originally on a two-year loan deal.
His contract runs out in the summer and Kessie looks set for a move away with a number of clubs interested, although Liverpool might know more about him, having faced him twice in the Champions League earlier in the season.
In contrast to some of the Reds' other midfielders, he has an impressive injury record having started at least 33 league matches in each of the past four seasons and is a press-resistant, dynamic and composed player.
Fabián Ruiz (Napoli)
One player with a similar fitness profile to Kessie is Fabián Ruiz and the 25-year-old is another potential answer to absence issues in the Reds' midfield, albeit with a different skillset to the Milan man.
He is a left-footed midfielder who is dynamic and progressive, ranking highly against his midfield peers for progressive passes and carries.
One bonus of signing him would be his suitability to playing in a midfield three, which he has done with distinction for both Napoli in the Champions League and in his 17 caps for Spain.
Central midfielder Ruiz is out of contract at the end of next season and has scored 16 non-penalty goals and registered 13 assists across four seasons in Serie A for Napoli from midfield.
The 25-year-old is known for his consistent presence in the Napoli ranks, having started at least 29 matches in three of the past four seasons and would be a good option for the Reds.
Ismael Bennacer (AC Milan)
The other half of Milan's midfield pivot is Ismael Bennacer. The 24-year-old is another left-footed option and has Champions League experience, having played for Rossoneri in this year's competition.
The Algerian is more suited to playing in a midfield two but may arguably be more adaptable in a three than Kessie, as a more progressive passer and dribbler than his more defensive counterpart.
He places top of Serie A for progressive passes per 90 this season amongst all players and for completed dribbles per 90 this season amongst midfielders who have played at least 500 mins.
The Algerian's contract expires in two years and could be more of a long-term target, but there is no doubt as to what he could offer to Jürgen Klopp and the Reds.
Dusan Vlahovic (Fiorentina)
With Divock Origi's contract up in the summer, Liverpool could be on the lookout for a new rotation option who can provide a focal point for the creative runners of Diogo Jota, Sadio Mane and Mohamed Salah.
Dusan Vlahovic could be just the man, and at just 21 years old could be a spearhead for the Reds for years to come. This is why he has been linked with a number English clubs in the past few weeks, with Arsenal said to be pushing for his signature.
The Serbian international has 16 goals in 20 Serie A games this season and 37 goals since the beginning of last season - although he has benefited from 11 penalties.
His 6"2" frame would buck the trend of the dynamic attackers Klopp has deployed in his time at Anfield, but with such talent he could surely be tempted.
Vlahovic is out of contract at the end of next season, meaning that Fiorentina would be wise to cash in on the star now, but could be looking for up to £60m which could take him out of Liverpool's price range.
