Newcastle were told it would take considerably more that the £25million offered for Carlos' services, with some outlets in Spain claiming it could take twice that amount to see Sevilla part ways.
The defender's representatives have been taken aback by the Magpies pursuit of the player.
The La Liga side are currently protected by a clause in Carlos' deal which has a release clause of around £80million.
The Chronicle understands Sevilla's stance on Carlos has always been to retain his services as they push for the title in Spain and try to catch Real Madrid.
