Developer behind hotel projects near Bramley Moore promises to deliver

A businessman behind two stalled developments has said he is committed to delivering both schemes.

Paul Lloyd, 43, controls Fast Growth Homes (FGH), a property company behind two city developments which have stalled over recent years.

FGH is behind a new homes schemes off Westminster Road in Kirkdale and an Everton themed hotel near Bramley Moore. Locals have contacted the ECHO about the large site on Westminster Road which is owned by FGH.

One man said: "It's an eyesore and we have no ideal what is going on behind the hoardings. What is going on there."

The initial plans, approved by the council in 2018, were to build 177 new homes at a site on Whittle Street. The ECHO contacted Mr Lloyd about both schemes earlier this week.

A spokesperson for FGH told the ECHO that the delay was caused by planning issues and Covid but the company was committed to delivering a slightly smaller scheme. The spokesperson said that FGH did not use the fractional sales model where investors deposits' are used to finance the scheme.

The spokesperson said: "Following problems caused by the pandemic, but with the company remaining committed to building and delivering this scheme, the company decided to prepare new plans for the site on the land it owns, and are currently in dialogue with city planners about a slightly smaller residential scheme.

"The company have a team in place to deliver the scheme subject to support from the local authority, and expect some of the homes to be available on a shared ownership basis on completion.

"Plans are about to be submitted, and if approved before the end of the year, the company hopes to commence works during the first quarter of 2023."

FGH was also behind an Everton themed hotel proposal on the corner of Waterloo Road in the city's ten streets district.

The council rejected the plans for a range of factors. One of the reasons for refusal was that the proposed hotel would conflict with a World Heritage Site and the Stanley Dock and the Stanley Dock Conservation Area.

A spokesperson for the company said they were committed to working with town planners to delivery a scheme on the site.

The spokesperson said FGH and their special purpose vehicle company Toffee Hotel Limited were also behind a second scheme near Bramley Moore. This scheme will deliver six storey hotel with 134 bedrooms on the site of the former Atlantic Hotel on the corner of Regent Street in Kirkdale.

A spokesperson for the company said: "On completion of a deal, the company will re-engage with the planning department, secure full planning consent and build the scheme accordingly. With the hotel market now in a stronger position, the company expects a deal to conclude this year, with building to start in 2023."
