While some constitutional scholars argue the law's constitutionality, President Trump and his Office of Management and Budget (OMB) chief Russell Vought maintain a stance against perceived encroachments on executive powers.

White House deputy press secretary Anna Kelly emphasized the administration's commitment to upholding its lawful and constitutional prerogatives, signaling a potential legal showdown over impoundment. Senate Majority Leader John Thune highlighted the Democrats' role in the current funding impasse, citing their failure to advance appropriation bills in the previous Congress.
