Dana White believes foregoing commission protocols around a fight is what has allowed Floyd Mayweather to allegedly avoid paying Logan Paul for their exhibition bout.
Mayweather and Paul went the eight-round distance last summer at the Hard Rock Stadium in Miami, but the YouTube star claims that he has yet to be paid for his involvement in the bout.
The event reportedly sold over a million pay-per-view units in the United States, as well as tens of thousands of tickets on the night.
But Paul has alleged that he is still waiting on payment from the 50-0 boxing legend, who promoted the bout under his Mayweather Promotions banner.
And UFC president White believes that had the bout been done under full commission rules in a state like Nevada or California, as opposed to the wild exhibition rules allowed in Florida, Paul would have been paid by now.
"Well, here's what happens when you go in and do these fights," White explained on the Full Send podcast.
"You do these fights that are exhibitions or whatever, the commission isn't overseeing it.
"Let's say I did a fight with Mike [Tyson], I've got Mike fighting Francis or something, the athletic commission gets the money upfront, so they pay the fighters, they don't have to wait.
"That was the big problem in the past is that these boxing promoters would come in and they wouldn't make as much money as they thought they were going to do.
"So they would stiff the fighters and not pay the guys and that's why these regulations are in place in these different states.
"And that's why, I don't want to s*** on any of the other states, but you want to fight in like Nevada or California, the guys that have a strong athletic commission."
Social media sensation Paul, who is 0-1 as a professional and 0-0-1 as an amateur, was allowed to weigh 35lb more than 50-0 professional Mayweather, who medalled at the 1996 Olympics before joining the paid ranks.

Generally, a commission in a more boxing-heavy state wouldn't ever sanction any sort of contest between two fighters with a size and experience gap so deep between them.
But Florida is more flippant with their rules, which has resulted in the likes of Evander Holyfield being allowed to compete at the age of 58 against 44-year-old Vitor Belfort last September.
Belfort brutally stopped Holyfield within a round in a farcical mismatch, which saw the former world heavyweight and cruiserweight champion return to the ring after a decade away.
Many commissions, including most famously New York, had stopped Holyfield from competing as long as 16 years prior to his exhibition against Belfort, who had fought in the UFC, the pinnacle of MMA, just three years earlier.
Paul has since claimed that he is retired from boxing after teaming up with ex-rival KSI to launch an energy drink company called Prime.
