
A Chilean national, Ignacio Castillo Contreras, 22, was arrested in Texas after being charged with residential burglary and interfering with a radio frequency licensed to a government entity. The incident occurred on Feb. 8 in West University Place, where Contreras was found breaking into a home in the 6400 block of Sewanee Avenue.
During the arrest, police discovered a radio frequency jamming device in Contreras' backpack. This device interfered with the communications of the arresting officers, preventing them from using their body-worn cameras, key fobs to lock and unlock patrol vehicles, and police-issued hand-held radio devices.
According to tech expert Juan Guevara Torres, the radio jamming device emitted high-intensity signals that blocked communication signals from reaching their intended destinations. Torres noted that the individual behind this incident displayed tactical knowledge in using such a device effectively.



Former Harris County District Attorney Kim Ogg expressed concern over the potential dangers posed by individuals using radio frequency jamming devices. Ogg highlighted the risks faced by law enforcement officers when their communication and tracking systems are disrupted, emphasizing the heightened threat posed by individuals with malicious intent, such as terrorists or mass murderers.
Contreras, who stated during his probable cause hearing that he is not a U.S. citizen and had only been in Houston for a short period, faces charges related to the burglary and interference with radio frequencies. The incident underscores the potential risks associated with the misuse of technology to impede law enforcement operations and poses a significant challenge to ensuring public safety.
