Changes are planned in Sefton to the rules for houses of multiple occupation in a bid to combat anti-social behaviour.
The rule changes mean people applying for permission to change properties into houses of multiple occupation will have to submit a series of documents showing how they will manage the home.
These include a management plan around the maintenance of communal areas and outdoor spaces as well as how “nuisance and annoyance” are to be avoided for other residents in the area to reduce the risk of anti-social behaviour.

According to a draft published by Sefton council and set to go to the cabinet for approval, the rules would add to a supplementary planning document already approved and which aims to limit the number of HMOs in the borough.
As part of the proposals, landlords would also be required to keep records of complaints about antisocial behaviour received and make these available to the council on request.
A plan for the management of waste would also be required to be submitted, detailing what “appropriate arrangements” have been made.
Landlords would also be required to lay out how they propose to ensure the number of tenants in the property is as approved.
The report seeks approval to add the section to the planning document to address concerns that have been raised at previous planning committee meetings around the management of HMOs and if approved by the cabinet would go to a six-week public consultation before being added to the borough’s planning rules.
