Dozens of people descended on the steps of Victoria's parliament to honour to the life of Celeste Manno.
The 23-year-old was found dead at her family's home in Mernda in Melbourne's north in November 2020.
Her mother, father, brothers and other loved ones attended the vigil late on Thursday to show continuing impact of her loss.
They unfurled a banner containing the names of more than 1000 slain women and children, an artwork by Dans Bain named The Lost Petition.
Demonstrators sat in solemn silence as victims' names and ages were read out.
A Change.org petition signed by more than 32,000 created in Ms Manno's honour calls on the Victorian government to do more to protect victims of stalking.
A man was arrested and charged following her death and his case is in the Victorian courts.
