Boss Sinisa Mihajlovic made clear after the loss to Verona that he is expecting the club to make moves before the window closes.
The Serb said: "When you're missing 10 players and three or four are playing with knocks one small mistake can undo you.
"We're in a state of emergency and have been for three games now.
"We're hoping something will come on the transfer market, because others are strengthening.
"I'm expecting a midfielder to come in but I'd like other players to have a larger squad. But it's up to the club."
Blackburn Rovers have also verbally agreed a pre-contract with Aberdeen midfielder Ryan Hedges.
They are likely to make an offer before the close of the window.
