It is an exciting move for Taylor, who has been at Forest since 2020 after impressing for Linfield, the club he scored on his debut for at the age of just 15.
The young striker has already made his senior Northern Ireland debut, coming on in a World Cup qualifier against Lithuania in November 2021.
Burton produced a special montage video for their social media channels, showing Taylor in the club's shirt after signing.
It was also backed by the theme tune and some intro shots from hit TV show Emmerdale.
Taylor told the club's website: “I spoke to the manager and he said he’s had his eye on me for a while. When I played here (in pre-season) the fans were amazing and that was just for a pre-season game.”
Taylor explained that he is excited by the challenge senior football and hopes to embrace the opportunity.
“Playing in League One is a great opportunity to gain experience of men’s football and I can’t wait to get started.
“It’s going to be tough and senior football will be different but hopefully I can keep up the scoring this season.”
Taylor missed out on making his debut on Saturday when Burton's game away to Lincoln was postponed due to the weather.
He will have another chance to make his bow on Tuesday night when Burton host Peterborough at the Pirelli Stadium.
