Brennan’s Bakery wins dispute over planned development on Greenhills Road

An Bord Pleanala have rejected plans for a 12 storey development that would have been constructed beside the grounds of Brennan’s Bakery in Walkinstown.

The 663 unit development was proposed as a ‘build to rent’ scheme made up of hundreds of apartments. Brennan’s Bakery fought the plan on the grounds that it would have a negative impact on their operations.

“The development has the potential to seriously injure the continued operation of our facility which has been operating at this location for over 45 years,” Gareth Doherty, managing director of Brennan’s Bakery, said of the proposal.

The site itself is zoned for industry and Mr Doherty pointed out that the construction of a large scale residential area could spell disaster for the well known Irish bakery. Brennan’s Bakery currently employs around 180 staff and has 170 distributors.

Steeplefield Ltd had requested permission to build four apartment blocks on the site which formerly belonged to Chadwick’s building yard. The area now makes up part of the Greenhills Industrial Estate. The developers lodged a statement to the Strategic Housing Scheme, arguing that the proposed residential zone would be an asset to the local area.

“The development is of a high-quality design which will make a positive contribution to the area and create visual interest in the streetscape, which is currently lacking on Greenhills Road,” the statement read.

An Bord Pleanala refused planning permission on a number of grounds, including the traffic congestion on the road itself. The board also referred to the potential conflict that could arise from the proposed BusConnects corridor that would link residential areas to the city centre.

Mr Doherty also expressed concern that residential complaints about noise from Brennan’s Bakery could affect their ability to trade. The appeals board responsible for granting planning permission agreed with his concerns that the development would “open up the potential for conflict between residential and industrial uses.”
