Boris Johnson's desperate Cabinet reshuffle in full as he clings on as caretaker PM

Desperate Boris Johnson has appointed a new Cabinet after a string of resignations as he strives to cling on as a caretaker Prime Minister.

Mr Johnson finally declared he would step down as his MPs deserted him, but vowed to stay on until a successor had been chosen.

The PM was forced to fill his top team after 59 ministers dramatically quit, expressing their lack of confidence in his leadership.

James Cleverly has been appointed the new Education Secretary and Greg Clark has been confirmed as the new Levelling Up Secretary.

Former policing minister Kit Malthouse, a longtime Johnson ally, has been promoted to become Chancellor for the Duchy of Lancaster.

Robert Buckland becomes the new Welsh Secretary and Shailesh Vara the new Northern Ireland Secretary.

Home Secretary Priti Patel and Chancellor Nadhim Zahawi remained in their positions in a bid to keep the country stable.

It comes after the new Chancellor told the PM to "do the right thing and go now".

Posting his letter on Twitter, Mr Zahawi said: "Prime Minister: this is not sustainable and it will only get worse: for you, for the Conservative Party and most importantly of all the country.

"You must do the right thing and go now.”

Hours after Mr Johnson made his resignation speech which appeared to indirectly attack a number of Tory MPs, Mr Johnson has carried out the beginning of a junior reshuffle.

Here's the full list of MPs who have got their old jobs back, or have been promoted:

Cabinet

Nadhim Zahawi

Former Education Secretary, who moved to become Chancellor.

Mr Zahawi was expected to hold a joint press conference with Mr Johnson on Thursday, outlining a new economic plan to tackle the cost of living crisis.

But the speech was swiftly ditched as Mr Johnson realised his fate - the Conservative party had ousted him.

Greg Clark

Mr Clark became the Levelling Up Secretary, a day after Mr Johnson sacked Michael Gove via phone.

Mr Clark went on the record to say he had voted to oust Mr Johnson in the no-confidence vote last month.

The MP for Tunbridge Wells was one of the Tory rebels Mr Johnson kicked out of the party in retaliation for rebelling over Brexit in 2019.

He has served in the Cabinet under Theresa May and David Cameron as communities secretary and business secretary.

Sir Robert Buckland

Sir Robert Buckland is the new Welsh Secretary of State, following the departure of Simon Hart.

The former Lord Chancellor accepted the offer of a Cabinet post just hours after questioning Mr Johnson’s integrity and saying he “can no longer go on”.

After his appointment, he told Sky News he only took the job because Mr Johnson quit and he wanted to “serve our country”.

“If he had asked me yesterday, I would have said no,” he said.

Following the two Tory by-election defeats in June, Sir Robert said he told Mr Johnson to “look in the mirror and do better” and that the party was “about more than one man”.

Mr Johnson sacked Sir Robert as Justice Secretary and Lord Chancellor in the Cabinet reshuffle in June 2021. He had served in the Government for seven years.

The South Swindon MP belongs to the One Nation group of Tory MPs.

James Cleverly

Mr Cleverly has been appointed Education Secretary, making him the third person in that role in 48 hours, and the seventh in eight years.

Mr Zahawi was in the post on Tuesday afternoon before being appointed Chancellor, to be replaced by Michelle Donelan before she quit on Thursday.

Mr Cleverly was previously minister for Europe in the Foreign Office.

Mr Cleverly, one of Mr Johnson’s oldest allies from his time as Mayor of London, stood behind the Prime Minister after June’s confidence vote, saying it had been a “clear win” for Mr Johnson.

He has been the Conservative MP for Braintree in Essex since 2015.

Kit Malthouse

Mr Malthouse is Chancellor for the Duchy of Lancaster, the most senior minister in the Cabinet Office after the Prime Minister.

He succeeds Steve Barclay, who was made Mr Johnson’s new Health Secretary on Tuesday.

Mr Malthouse, seen as another of Mr Johnson’s long-standing City Hall allies, was previously a minister of state in the Home Office and Ministry of Justice.

After his appointment, he tweeted Mr Johnson had made “the right decision”.

He added that he hoped to “provide stability during this period” in his new role.

Mr Malthouse voted to back Mr Johnson in June’s confidence vote.

Shailesh Vara

Shailesh Vara was appointed Secretary of State for Northern Ireland, after his predecessor Brandon Lewis resigned earlier on Thursday.

Before his appointment, he tweeted that it was “the right decision” by Mr Johnson to resign.

“His place in history is secure. He delivered Brexit and oversaw the vaccine rollout and financial assistance plan during the Covid pandemic,” he said.

Mr Vara backed Mr Johnson in the confidence vote, and called for the party to “unite” rather than “talk about ourselves” after he won.

Mr Vara has previously served as a minister for Northern Ireland, a minister for Justice, a minister in the Department for Work and Pensions and as a Government whip.

He raised eyebrows by describing Northern Ireland as “part of Great Britain” in 2018.

Andrew Stephenson

Mr Stephenson was appointed Minister without Portfolio and will attend Cabinet, No 10 said.

He tweeted on Thursday: “I have loyally supported our last 3 Prime Ministers and our party in delivering for our country. Now that @BorisJohnson has decided to resign we must ensure a smooth transition so we may continue to do so”.

The Pendle MP was previously a minister of state at the Department for Transport. Before that he was a minister in the Foreign Office.

Ministerial appointments

Johnny Mercer

Johnny Mercer was welcomed back into the Cabinet as a Veterans’ Affairs minister.

The former veterans minister previously described a toxic atmosphere within Mr Johnson’s government, saying ministers’ behaviour “would have got [you] punched in the mouth” if displayed in the army.

He resigned from his ministerial veterans role last year in a row over the treatment of soldiers who served in Northern Ireland.

Mr Stuart has been made a Foreign Office minister.

The MP for Beverly and Holderness was previously an assistant whip in Mrs May’s government.

Mr Johnson promoted him to serve as a junior minister for exports, but he was later sacked in the September 2021 reshuffle.

Tom Pursglove

Mr Pursglove remains in his position as Home Office and Justice minister.

He did not quit as many of his colleagues abandoned Mr Johnson in a bid to make him step down.

Will Quince

Mr Quince the junior minister who resigned in protest after he repeated assurances about Boris Johnson’s handling of the appointment of Chris Pincher which turned out to be false, is returning to the Government.

Mr Quince is made a middle-ranking Education Minister in the latest round of ministerial appointments, Downing Street has said, as Mr Johnson rebuilds his administration.

James Heappey is another Johnson loyalist who remains a Defence minister.

Edward Timpson is the new Solicitor General

Transport Minister Trudy Harrison, Digital Minister Matt Warman and Health Minister Maria Caulfield are promoted to minister of state within their current departments.
