- Executive Order on Reducing Gun Violence and Making Our Communities Safer (March 14, 2023)
The most executive orders Biden issued in one month was 25 in January 2021, his first month in office. November 2022 and January 2023 were the only months where he issued no executive orders.
Biden has issued an average of 48 executive orders per year. Among presidents in office since 1981, Biden’s average is tied with Ronald Reagan’s (R) as the second highest. Donald Trump (R) issued the most executive orders per year on average with 55. George W. Bush issued the fewest on average, 36 per year.
Franklin D. Roosevelt (D) issued the most average executive orders per year on average in American history, with 307. William Henry Harrison (Whig) issued no executive orders during his one month in office. Three presidents issued only one executive order during their presidencies: James Madison (Democratic-Republican), James Monroe (Democratic-Republican), and John Adams (Federalist).
