House Oversight Committee Chair James Comer and Sen. Mike Lee are introducing bicameral legislation aimed at expediting President Donald Trump's federal government reorganization plans through Congress. The Reorganizing Government Act of 2025 is set to be introduced in the House by Comer and in the Senate by Lee.
The proposed legislation seeks to ensure that Congress takes a decisive up or down vote on the reorganization plans submitted by the President. The primary goal is to streamline government operations for better service delivery to the American people.
If passed, the bill would extend presidential authority to propose executive branch reorganization plans until December 2026, reviving a reorganization authority that has been dormant since 1984. The legislation aims to modernize and enhance government efficiency by allowing Congress to swiftly approve Trump's government reorganization plans within 90 days through an expedited process that cannot be filibustered.
Notably, the bill prohibits any reorganization that would increase the size of the federal workforce or its expenditures. Comer emphasized the need to cut through inefficiencies and unnecessary red tape in the federal bureaucracy to save taxpayers money and improve service delivery.

Sen. Lee highlighted the importance of reauthorizing presidential reorganization authority to eliminate inefficiencies, redundancies, and bureaucratic obstacles within the federal government. The legislation is part of a broader effort by GOP lawmakers and the White House to reduce the size of the federal government and enhance governance.
President Trump's executive orders on his first day in office aimed to shrink the federal government, with Elon Musk leading the Department of Government Efficiency to reduce waste and cut costs. The Office of Personnel Management offered federal employees the option to resign with full pay and benefits to reduce the workforce, with thousands opting for this opportunity.
DOGE, under Musk's leadership, has successfully canceled millions of dollars in government contracts deemed wasteful. The administration's efforts have focused on improving government efficiency, accountability, and service delivery to the American people.
