It has been designed by Hodder+Partners and construction is expected to start by the end of the year. The building would take three and a half years to complete.
Relentless declined to provide a statement when contacted by BusinessLive while Salboy was unavailable for comment.
Construction work on the first phase of the St Michael's scheme started earlier this year.
A total of 185,000 sq ft of offices will be created during the first phase.
The scheme is being funded by KKR, a global private equity firm which backs the likes of UFC and hair care brand Wella.
It was recently announced that global Japanese-Peruvian restaurant Chotto Matte is to occupy the 20,000sq ft rooftop at the St Michael’s development.
