Barlinnie to be replaced by HMP Glasgow in 2026 as contract awarded for new prison

HMP Glasgow is to replace Barlinnie in 2026 after the Scottish Prison Service (SPS) awarded Kier the pre-construction services contract to deliver the new prison.

Plans for HMP Glasgow to be built on a 54-acre site in Provanmill to the south of Royston Road, near Provan Gas Works, were approved by Glasgow City Council back in September of 2020.

The new “fit-for-purpose” prison will be designed to accommodate 1,200 inmates, with SPS intending to close the Victorian-era Barlinnie and dispose of the site.

Kier will explore options for delivering a net zero carbon facility, that also operates as a ‘smart building’, using automated processes and technology to support the operation of the new prison, for example through automated prisoner movement.

While HMP Glasgow will be delivered using modern methods of construction underpinned by the use of digital technology to further support decarbonisation goals during construction and an efficient delivery programme.

Teresa Medhurst, SPS Chief Executive said: “We are delighted to award the contract for pre-construction services to Kier Construction which represents a significant step forward in delivering the new HMP Glasgow. The investment that we have received from the Scottish Government means that we can continue to develop a prison estate, which is fit for the 21st century.

“This significant capital project offers SPS the opportunity to work with Kier Construction, utilising a strategic alliance approach to create a single team ethic to ensure that operational, architectural and construction expertise is blended to create a facility that is innovative and sustainable whilst promoting the strategic intent of the prison to deliver in all areas of the Scottish Government’s national outcomes.”
