Perkins was emerging talent manager at Spurs but left last month to take the role of professional development phase scout within the Arsenal academy set-up.
His move across north London will further bolster Arsenal’s academy operation, which is headed up by former defender Per Mertesacker.
Perkins is experienced, having previously worked as head of academy recruitment at both Derby and Everton.
