Antioch Police Department Reaches Agreement With US Justice Department

New York Police Department, Chief of Patrol Philip Rivera, speaks

The US Justice Department has announced an agreement with the Antioch, California, police department, resolving an investigation into racist text messages allegedly sent and received by some of its officers. This agreement comes after a 2023 report by the Contra Costa District Attorney’s Office revealed a series of racist text messages exchanged by Antioch officers, including the use of derogatory language and sharing offensive images.

As part of the agreement, the Antioch police department will hire a consultant to review and update its policies, procedures, and training on non-discriminatory policing and use of force. The department has committed to ensuring fair and non-discriminatory policing practices, as well as implementing systems to report and investigate misconduct.

The Justice Department initiated its investigation following the disclosure of the racist texts and worked closely with the police department and the City of Antioch to reach this agreement, which will be in effect for five years. Assistant Attorney General Kristen Clarke emphasized the importance of policing reform and stated that the community deserves policing practices free from discrimination.

In response to the investigation, the Antioch Police Department acknowledged the unacceptable nature of the actions that led to the probe and expressed full commitment to preventing such incidents in the future. The department highlighted its dedication to fostering trust, transparency, and accountability within the police force.

Aside from the racist text messages, the Contra Costa District Attorney’s report also revealed discussions among officers about abusing individuals while on patrol. Three Antioch officers are facing federal civil rights violations charges, including allegations of excessive force and inappropriate behavior while on duty.

The trial for these officers is set to begin in February, with one officer already convicted of conspiracy and wire fraud in a related case. The Antioch Police Department and the Justice Department are working together to ensure that policing practices in Antioch are free from discrimination and misconduct moving forward.
