The President of the Home Builder Association proposed that the Anti-Corruption Organisation be open to everyone to combat corruption, create a convenient complaint way and be ready to publicise methods to protect-conceal-guard "Whistleblowers - Corrupt Discloser". The association recommended to create an online construction application and one-stop service in the hope of preventing bribery.
Mr. Oran Chanphu, President of the Home Builder Association, discusses Thailand's corruption problem, noting that every year such issues cause in economic losses of at least 1,000 million baht. For Home Builder company, corruption raises the expense of doing business as well as making business processes more complicated. Previously, the organisation tried to fix this situation by supporting online house building permit applications to provide transparency, speed, and easy to track. In addition, they have lately been proposed to implement a one-stop service system for applying a house building permit in order to eliminate the problem of bribery and corruption in other areas.
"Members of our association agree about applying for a house building permit to be transparent and quick, as it typically takes 135 days to apply and resulting in additional expenditures from the delay as well as increased building costs. However, if the application for authorisation has a specific deadline and if it can be submitted online, it will improve management," said the president of the Home Builder Association.
"The law governing the home building industry already has good brevity but people in power take too much advantage of legal gaps for themselves, including officials and entrepreneurs. It is an indirect corruption. If everyone involved is aware of the issue and works together to combat corruption, it might be resolved rapidity.
Mr. Chanphu also believes that Thailand's anti-corruption legislation still has legal gaps and the present anti-fraud system is not enough. It facilitates dishonest people doing dishonest things. But if we work together, we can maintain checking on each other or develop ways for people who disclose corruption information to not be anxious about insecurity or worry about being affected after disclosing information or reporting corruption clues. This includes business sector protection. If the source of the corruption has been revealed, it must not have an impact on business operations which the government should provide tools for everyone to use in order to keep an eye on corruption. Importantly, the appropriate agencies should be publicised more widely.
He stated that the current form of corruption has evolved significantly. For example, the truck tribute case has been ongoing for a long time yet continues to exist today but it modifies the format. However, everyone can work together, keep an eye on and expose. While the government has structures and tools in place for all sectors to share information at any time. Although corruption will not be eliminated overnight, the association believes that it will progressively decline because all stakeholders, including the association, are willing to assist in reducing corruption in Thailand.
"To combat corruption takes time. Don't stop campaigning because if it is abandoned, everyone will realise that corruption is a habit. As a result, fostering awareness must begin with the individual and go to the next generation. As a result, they will reject the corruption and don't think about corruption as a matter of habit or normalcy in everyday life," he urged.
According to the President of the Home Builder Association, the Transparency Index or CPI Index is an index representing investors and international businessmen. It partly uses its analysis of investments in various nations and has a significant impact on investor decisions. Corruption will be viewed as an unpredictability by investors. As a result, they are less likely to invest in corrupt countries. To improve Thailand's CPI index or rank, it will require cooperation from all sectors from all sectors including the public, people and private sectors, including having to do seriously and continually work on resolving the issues.
