Plans to turn a listed building at a golf club into a 66 bed hotel is expected to be knocked back by the city council.
An application has been made by the operating company of Allerton Manor Golf Club to construct a four-storey extension above its Grade II listed Manor House to accommodate a new hotel and basement spa. However, Liverpool Council is likely to say no to the proposals when its planning committee meets next week over size, scale and impact on the green space.
A report submitted to the planning committee said the proposed new hotel would total more than 6,000 sq ft and follows a previous application to make improvements and other developments within the golf course site including a pavilion golf shop, adventure golf course, relocated putting green, driving range and reconfiguration of the golf course to form a single 18 hole golf course, access and associated external works and reconfiguration and expansion of car parking across the site. The proposal seeks to reconfigure the layout of the car parking spaces within the area to reflect the new proposed layout of the hotel and spa and would provide a total of 339 parking in total for the golf facility.

A separate listed building application accompanies the planning proposal and is seeking consent for refurbishment of the Grade II listed façade in connection with the hotel proposal. In outlining their reasons for recommending the plans be rejected, council officers said the proposed extension to the former Manor House “is substantial in scale and proposes a building which is greater in footprint and height to that previously approved and considerably greater in footprint than the former Manor House itself.”
The changes were described as “out of scale and out of character for this highly sensitive location.” The size, scale, form, materiality and appearance of the new build extension would not be sympathetic to the area’s character, according to the officers’ report, and would consequently have a significant adverse effect on the predominantly open character of the site’s green space.
In their summary, recommending the committee knock back the bid, officers said the scale, massing, height and architectural language of the new building, its lack of reference to the setting of the group of listed buildings in general, and its lack of reference to the existing listed manor building lines, “all raise concerns against the proposal from a design and heritage perspective.”
Additional plans to build a marquee within the compound behind the listed façade to be used for drinking, dining and special events for a temporary period of three years pending the proposed deliverance of a hotel via the conversion and extension of the listed manor have also been put forward. The proposals will be considered at Liverpool Town Hall next Tuesday.
