Good afternoon. A mass shooting in the US state of Maine has killed at least 16 people, with the shooter still at large at the time of writing.

A man is reported to have opened fire at a bowling alley and bar in Lewiston – Maine’s second-largest city. Authorities have identified 40-year-old Robert Card as a “person of interest” and have urged residents to stay in their homes with their doors locked. US president Joe Biden has been briefed on the shooting, which will make it America’s 36th mass killing this year. Here’s a wrap of what we know so far.

“Even though we haven’t raised interest rates since our last interest rate rise in June, we’ve made it very clear that we might need to go again.” – Michele Bullock, RBA governor

Westpac joined the other big four banks to predict the RBA would lift its cash rate at the Melbourne Cup Day meeting on 7 November.

The cuts, which are due to come into effect in July 2024, are the third phase of the 2019 legislated tax plan – proposed by the Morrison Coalition government but also backed by the then-opposition led by Anthony Albanese. The plan means everyone earning between $45,000 and $200,000 would pay the same 30% tax rate, abolishing some higher tax brackets.

A Melbourne Cup Day rate rise would not be tough on inflation, it would just be cruel, writes columnist Greg Jericho.

“The problem for the RBA – and those who think it should raise interest rates – is that when we look at the main drivers of inflation, there is not much that interest rates will affect. Petrol prices, the cost of building houses, rents, electricity prices, property rates and charges, insurance, tobacco, medical and hospital services, beer, and water and sewerage prices are driven mostly by international factors, or government regulatory interactions.”
