In the planning statement submitted as part of the planning application, it states that the events centre has been designed to be as "flexible as possible" in order to host a wide range of staged events such as conferences, meetings, and theatrical shows.
A key part of the events centre is also the addition of a water and light show that will use fountain effects, water effects, underwater lighting, laser lighting, video projection, and audio systems.
As well as the audience chamber that will accommodate up to 1,200, it is proposed a restaurant will also be built overlooking the lake on the second floor and a café on the lower promenade level.
The report added: "The project is of strategic importance to the town, wider borough, and City Region, in terms of supporting the cultural offering, enhancing the visitor economy and creating jobs and wider economic benefits."
The application will go before Sefton Council at a planning committee on Thursday 27 April with the recommendation for approval.
