2019 APEC the SMEA of the Ministry of Economic Affairs Hosts Innovation Sandbox Forum SPONSORED

Draw on the Experience of the United States, Japan ,and South Korea to Create an Intelligent Future Life.

The SMEA of the Ministry of Economic Affairs held the "2019 Innovation Sandbox Forum" at the APEC grand meeting this year, and has invited the Executive Administrative Council Member Audrey Tang as the event host to exchange ideas with experts, scholars and industry representatives from all over the world in order to gather consensus among all walks of life on the development of smart technology innovation.

On the day of the event, Bryan O'Byrne, Chief of the International Affairs and Trade Policy of the U.S. Small Business Administration, Atsushi Osanai, Professor of the Waseda Business School (Japan), and Cao Longxuan, Doctor of the Korean SME Research Institute, were invited to give special speeches, to discuss about Intelligent future, smart health, the social network, moreover, to have a face-to-face discussion with the forum host Audrey Tang for discussing about the promotion experience of the innovation sandbox from their countries. Our smart industry new force, Executive Director Yan Zheyuan of NextDrive, and Zheng Zhuming the Chairman of MiiS have also attended the forum to share the applications and challenges of technological innovation from a corporate perspective.


Solve problems for the people, promote the improvement of the industrial status

Audrey Tang has indicated that since the SMEA promoted the application platform of Innovative Regulatory Sandbox in 2017, they have accumulated to more than 100 pieces of processing experiences, and have gradually constructed a one-stop legal consulting service. He believed that the government should open up all the information, coordinate and integrate the interests and resources of all parties, cohere the power of industrial and civil so that the benefits brought by technological innovation could truly enter people's lives. Through the coordination of the innovation sandbox platform between various ministries, the government has been also actively creating a friendly base for young people and innovative entrepreneurs to practice their dreams. Audrey Tang gave an example: the Taipei Social Innovation Experimental Center, the Tainan Shalun Wisdom Green Energy Science City, and the Presidential hackathon, are all suitable fields for displaying innovative technology applications. " It's ok for the experiment to fail, the point is to support each other, to learn from each other and to work together to solve common social problems. "

Bryan O'Byrne, Chief of the International Affairs and Trade Policy of the U.S. Small Business Administration, believed that the Regulatory Sandbox not only provided a basis for fair competition and integrated relevant academic and industrial resources, allowing SMEA or start-ups to have a chance to compete with large companies, but also encourage government departments to innovate and promote reforms at the same time. For example, the construction of Blue Economy Incubator in Los Angeles has brought together marine technology laboratories, education cities, business incubators and small communities, hoping to attract marine researchers and education talents, as well as new ventures engaged in marine technology, to come and stay then create a greater kinetic energy of economic growth.


Government and enterprise work together to shape a culture that encourages innovation

Professor Atsushi Osanai at Waseda Business School also agrees that the supervisory sandbox could enhance the innovation culture and prevent the industry that intends to invest in innovation from halting in hesitation. He pointed out that Korean sandbox is different from countries such as the U.K. or Singapore, which focus on the financial industry. It had experiences of a wide range of fields, including green energy, resource recycling, smart health, and information security, involving different government agencies, such as trade, science and technology, and finance, " Do not pursue economic development blindly as maintaining public interests is also important as well. "

"Better life, better future!" Audrey Tang believes that the application of artificial intelligence (AI) and the Internet of Things (IoT) technology in real life is infinitely possible. SMEA has also made known to the public an animation film about future life at the scene. At the beginning of the symposium, Audrey Tang opened up for the audience to ask questions. Participants took the opportunity to interact with the innovation sandbox experts from various countries. The main issue focused on "How would the government conducts cross-sectoral integration" and "How to make a balance between public interests and commercial interests". Which national speakers exchanged opinions on the spot and responded to the questions.

In response to the question of the cross-sectoral and cross-border integration of the government, which all walks of life are concerning about, Bryan O'Byrne once again emphasized the importance of the role of the sandbox. Because of the difficulty in coordinating the voices of all parties, we need the sandbox, an independent and detached centered coordinator, to find consensus and promote cooperation. Cao Longxuan takes the experience of Korean as an example, explaining that when the destructive innovation enters the market, through the sandbox mechanism the government could specifically and carefully estimate the impact of its business model on the existing economic system, and do well on risk control.

Yan Zheyuan shared the experience of NextDrive entering Japan. Without the help of the innovation sandbox to dialogue with the Japanese government, it would be difficult for smart home products of NextDrive to enter the Japanese electricity market in only two years, and growing from a small new team to the multinational company which it has become today.

Some participants also asked at the scene: how come promoting industrial innovation only focuses on AI, IoT? In response to this, Zheng Zhuming, who has been driving smart health to the international market with great exertion believes that AI should be the management thinking necessity for all walks of life in the future, and he also expected that this innovative trend of thought would enable the government to keep up with the times and lead the dealers to innovate with courage.

Audrey Tang has also gathered the opinions of all the speakers by replying that the government does not purely promote the AI industry but make all industries more AI. Through the links of AI and IoT, it would help innovation in different industries. "We might as well regard AI as a new way of thinking, a new basic literacy!"
