Describing the Iranian leadership as revolutionaries who have struggled to govern effectively for decades, Fallon suggested that their aggressive tactics serve as a distraction from their governance failures. He likened their approach to a scenario where 'the dog catches the car,' implying that they lack a clear strategy beyond inciting turmoil.
